Land acquisition and r&r pil

If any revenue departmentcollector has already completed the process of Land Acquisition like notification 4 & 6 and has already passed the Award to the oustees for the purpose of land acquisition in 2009 for a thermal power plant by state goverment power company and agreed to adopt the rehabilitation policy of the state for the porpose of Rehabilitation and Resettlement of the oustees in its awards but after passing of 5 year revenue department and power company has failed to avail both compensattion and employment and other benefits as per the policy and act. May i put a PIL for the same to accelerate the process of R&R before commissioning of the project.
