Landlord of 2 one storey buildings,given for redevelopement

A person claiming to be the owner of two one storey buildings( a chawl type ground plus one) in mumbai,one is assessed in  MCGM record in his name and one his assessed in the name of his grand mother who expired about 60 years back.The person's name(claiming to be owner) is not appearing in the 7 X 12 extract of the collector since the existing of this chawl (buildings).Since 1969 these properties were morgaged U/Sec.69 Tranfer of Property Act( English morgage) by him to a money lending firm against a loan he had borrowed in 1969.For non payment of the interest and the principal amount the lender sought the appointment of the Court Receiver U/Sec.69A to collect rent profits and other income fetching from these properties to appropriate the same towards the morgaged debt.Court Receiver was collecting rent since 1971 to 2010.Court Receiver was appointed in1971.The name of the morgagee(money lender) came in the collectors records from1971.Now this person (claiming to be owner) got the discharge of Court Receiver in 2011 by enganging another financer who supported this person financially by entering into a conveyance deed and paid him part payment till the properties are tranferred in the name of this financer ( the conveyance deed if any came into existance by and between this person and the new financer is not shown to the tenants of these two buildings) every thing appears like rumour.Neither of them visited the tenants for more than 2 years after the discharge of the court receiver to the collect rents or told about the discharge of Court Receiver but some strangers started visiting these buildings by posing that a re-developement will be started and 7 storied building would be constructed and the old tenants will be shifted after these G+1 buildings are demolished. No meetings of the tenants and the person (claiming owner) or the Financer was taken till this date after the discharge of court receiver.Recently this person ( claiming to be the owner not the Financer) started collecting rents with the help of his son without issuing  proper rent receipts.The printed rent receipts do not bear his address but putting his name and signing on revenue stamp and he is staying in other area of mumbai for last 40 years and not in this property.                                                                                                           My question is to whom the rent should be paid whether to the person who is claiming to be the owner or to the financer who got the conveyance deed of re-developement.The acts and conduct of these two persons are suspicious.Kindly guide us because both these persons are playing a game of hide and seek and keeping the tenants in dark or suspence.The tenants will always be grateful to them who will guide us in this matter.
