Need legal help

Hello, Learned Counsel!

There was a construction of a bridge in the valley of AB, District in CD.  The tender was passed by giving money to the authorities concerned. While construction engineers notified the authorities that the material which they got was not fair enough to build a strong bridge also informed that if this material is used for construction, then the bridge may collapse after 4-5 years. But, even after getting information authorities instructed to use the same material and instructed the engineers to keep their mouth shut. After almost 4years the bridge collapse and engineers were held liable for it. So, what kind of legal remedy they can have in this case?

Is there any written and / or audio evidence in this regard that the Construction Engineers had notified that the building materials are not fair enough to construct a strong Bridge but the Authorities ignored the same?
