Noc for starting playschool

My wife wants to start a playschool in our society on 1st floor. I approached the society for NOC but some members opposed in AGM. The society has not given me any written reply for denying the NOC. Therefore, I approached the Registrar and submitted a written letter against the society. After almost 1 month of correspondence the registrar has called the society bearers to explain the delay in giving NOC. The resistrar has shown me that Playschool is not a commercial activity and is permissible in residencial area. He showed the following definition of FLAT. Flat' means a separate and self contained set of premises used or intended to be used for residence, or office, or show-room, or shop, or godown and includes a garage, or dispensary, or consulting room, or clinic, or flour mill, or coaching classes, or palnaghar, beauty parlour, the premises forming part of a building and includes an apartment. My question is what are the chances that I can get the NOC???
