Out of court settlement when complainant is abroad.

While deliberations on a Consumer Complaint (CC) are half-way in district consumer forum of Nagpur; both complainant and opposite party have in-principle agreed (by exchange of emails) for out of court settlement. However given that complainant will continue to be in US for at least next 6 months; from which person / authority in US, complainant shall get attested or noterise complainant's consent for out of court settlement with terms & conditions mentioned therein; so that it is admissible in district consumer forum of Nagpur? Can any official in Indian High Commission noterise? Who else can be of help?

The complainant can execute a GPA in favor of somebody in India who can manage the situation including withdrawing the complaint on behalf of the principle for the reasons stated therein.  The GPA executed in US should be notarised in US only.
