In which case there are some basic things you shall need, First setup a small office in your house or in a small shop, next register your business with shop act, later you need to get knowledge in carrier counselling, know what students want to specialise in and what university provides the best degree, You need to have contacts with agents so you pay donation to them to get preferance, You need to study visa rules for students of different countries, you may hire 2 or 3 HR for it, Then get a website, brochure, pamplets etc etc, to market yourself.
