Post advertised "purely contract" but given permanent

Dear All,


IIT kanpur advertised various post of non-teaching staffs for many years in the advertisment they mentioned various type of nomenclature for the nature of appointment which are as follows:

1. Contractual basis

2. Contractual/deputation/regular

3. Contractual ( Likely to be confirmed)

4. Purely Contract

My question is what is the differences in above terminology because generaly they used to give appointment on contract for five year but in the case of post which was advertised as "PURELY CONTRACT" they have given the candidate as regular/permanent post and gives explanation that is because the candidate is having PH.D degree but in the advertisment they had already mentioned PH.D gedree in desirable qualification but no where they have mentioned " PH.D candidates may get permanent appointment".

Kindly let me know the reason is it possible that authority can give him permanent post against the vaccancy advt. as Purely contract?
