Pre information of arrest in non cognisable offence

Dear Respected Sirs and Madams,

I wanted to know what is the procedure of arrest if the complainant goes to magistrate to arrest my friend based on case registered by his neighbour who accussed him of abusing of foul language but no religion no caste related words just foul langauage. 

Will be my friend be notified in advance by the magistrate of the arrest order OR will the police let him take Bail on the Spot.

If complaint has been registered then preferably inquire and also get a copy and show IT to your very able senior LOCAL counsel of unshakable repute and integrity specializing in criminal matters for a considered opinion…ASAP

Probably the complainant has approached Magistrate feeling dissatisfied with police/PS.
