Purchase of Waste Lands

I wish to buy Waste Land in India, and plan to convert it to productive land over 3-4 years period using watershed and other technologies.

I am not a Farmer.

I want to ask

1. Can we buy Waste Land in India from Governent

2. Can we develop and Sell the Productive land(Which would have become agricultural land now) to Farmers.
