Quashing of 156(3) complaint

A private complaint under section 156(3) has been filed by a person where as when examined the complaint made to police it is full of civil nature and no primafacie cognizable offence exists in it and the complaint made to magistrate on the same issue shows all cognizable offences.so as there is a complete difference in the complaint made to police and magistrate can it become a ground for quashing the private complaint. Please suggest replies are highly appreciated.
