Respected Sir,
In Akola (MS) there is a new by-pass made by the central govt, the by-pass was completed in october and the N.O.C of the by-pass was passed in december 2010, also the by-pass was started in the same month but no inauguaration ceremony was done. So can the by-pass be started, if yes then how? is there any G.R or judgement regarding such issue, if yes then please let me inform.
