Resident welfare association rules - telangana

Are there specific rules and  dos ans donts of running a resident welfare association as a Management Committee . We have byelaws which we abide too but how much of those byelaws abide to actual constitutional law 

What should management committee follow , looking for specific rules , dos and donts . I reside in Hyderabad, Telanagana
