Residential accomodation on rent

Respected Professionals Lawyers ,

I'm doing job in Delhi for last 5 years and living on rent basis. My problem is that due to high demand and short supply , the landlords are running it as business on their own rules. Many tenants like me are aksed to pay rent

: In cash and that even w/o any acknowledgment.

: Agreement of 11 months only

:that even with condition of hike of 10% every year.

 

For  a family person searching for suitable flat and shifting home every year is very challenging task and to stay in the same property on same hike condition is also very expensive either.

 

My question is I wish to file PIL to request for amendment in Rent ACt which allows the rent agreement for residential property valid minimum for five years with same provision at presert and not of 11 months with the right to landlord of getting vacated in case of critical circumstances.

 

Is this possible the way I'm thinking.

If this could be done, It would be a great relief with grace of your profession because it has become a giant problem. Why in our own country we have to live like a helpless person.

To make our country a civilized one and bring at par with developed countries, ther is dire need of professionals.

I was a party to lease agreement between the Bank & landlord which could be terminated by issuing one month notice by either side, i vacated the property due to unavoidable circumstances on short notice(24 July) of 1 week ie on 30 July, I assured the Landlord to adjust the secuirity amt for a month period if no other tennant is found. However the same property was again rented by 3'rd august . Now the landlord is asking for 1 mth rent from the date of vacation and not refunding my deposits Rs. 24000/- and is pleading that either me or the Bank should pay him One month Rent. Kindly suggest what should i do.
