Can regular service rendered by a govt employee prior to his permanent absorption in same cadre in anotherr govt department after completion of deputation period be disallowed completely for the purpose of his right to get personal promotion under Modified Career Progression Scheme of Of Govt Of India for its employees? If No , What about its benefits for pension ?. Please clarify
