Stamp duty refund voucher redeem issue

Hi, I have purchased a stamp paper in delhi but due to the error in name i have to get it refunded . Sdm has issued me the refund voucher , now i want to know - 1) As its written on the cover letter issued by the sdm that it has to be deposit to pao vi ,sbi branch ,delhi. 2) when i went there they stated that you have to present it to your bank branch and they will send it to us and if you want to deposit it personally then kindly get an un -conditional endorsement letter from your bank branch. 3) when i presented it to icici bank they said that they will verify the signature but they won"t give unconditional endorsement letter and they don"t know how to send it to pao -vi. Now its more than 2 months since the refund voucher is issued to me . I am running from pillar to post. Kindly advise me how to get that refund voucher money in my account. Thanks.
