We all shout from the rooftop all about corruption pointing finger to others, without intorspection. Corruption is now spreading like cancer gradually most of the people in our country are not only corrupt in their public and domestic life but in their work place, avocation and but also in mind. It has now become part and parcel of our day to day our life and we are accepting the same was granted. It has so happens that many right thinking persons although reacting but not acting to deal with such maladies as expected and feeling wise to keep quite out of frustrating situation and environment created by corrupt people and system around them and are with drawing without raising their voice.
Many facts are responsible for this evil of corruption. Lack of accountability and transparency in the system is a major factor of corruption. Delay in taking decision, to deal with and in disposal of the matter also breeds corruption. In the present system of governance everyone in office/work place is trying to shift the responsibility and blaming others. In the process people have no respect and fear for law. Every body in public office is trying to loot as much he can do adopting all means/methods and even engaging the agents.
In this scenario three wings of our polity are not functioning as desired and expected and have started blaming each other.
The latest observation of Supreme Court that every one wants to loot the country. The only deterrent is to hang a few corrupt persons from the lamp post. It certainly reflects the frustration and deep anguish over the rise of such egregious behaviour within system is ridden with corruption and that the phenomenon is increasing at an alarming pace. What is more , past experience , indicates that all the systems set up to cheak the maladies-the CVC, Lok Ayukta , the CBI, the Vigilance machinary in various states, and so on ' have not produced the desired results. Even a Major initiative like the Right to Information Act, Citizens Charters it seems, it is not going to cheak corruption in this country because of the ganging up of the smoe corrupt law enforcing, implementing functionaries with traditional negative work culture & mind set.
As per the law, it is the duty fo every public servant, political, executive, judiciary , not only to remain honest but to ensure that everyone working under him works with utmost intigrity (Rule 3(i) and 3(2) (i) of the Civil Services Conduct Rules & all other Rules. Laws in this regard). Things will not chage and they will manipulate things not to make them accountable taking advantage of ignorance of citizens & rate of literacy in our country.
Now the question is, how the problem of corruption seems so difficult to tackle? Those who are familiar with the system know that truth speaks and speaks loudly. Every piece of paper tells the truth but those who are at the helm of affairs, in most cases, have no intention of getting to the truth. The ultimate truth is not who has done what kind of wrong or which decision in which file caused how much loss to the public exchequer/property of which policy, though promulgated in the name of public caused how much loss to public interest, damaged the national interest, but that how many of those who have been or are at present at the helm of affairs, have amassed hundreds and thousands of crores of rupees of unaccounted wealth, even that too kep the same concealed in foreign Banks benefiting people of other countries at our cost and nation.
Public servants, functionaries of public institutions/utilites are forgetting that they are being paid monthly salary, prequisites, provided with all other benefits/comforts such as accomodation, vehicle, comfortable work place; free medical treatment etc, social security such as persion to them & to their family after death by public but without looking thwards general public, they are out ot loot public funds, adopting all means & methods shamelessly, of which they are the trustee.
Some people comments that it is Judicial activism and courts should not entertain such petition which is not proper & is a uncharitable comment, on the prevalent situation, as because every public functionaries, servants, law enforcing and implementing agencies are shifting thier responsibility and has failed to discharge their statutary duty, obligation and, responsibility which oblique motive that they will get/gain everything without any pain, abusing their office & position.
