Method for Obtaining Driving Licence: Andaman and Nicobar Island

Eligibility

  • Those who have completed 16 years and are less than 18 years of age are eligible for a licence to drive only a motor cycle upto 50 CC engine capacity. For this, they require the consent of their parents/guardians.
  • Persons who are 18 years of age or above are eligible to obtain a licence for a motor cycle equipped with gears and also for a motor car.
  • Persons above 20 years of age are eligible to obtain a licence to drive a transport vehicle, i.e. a vehicle used to carry passengers or goods for hire or reward, etc., such as a taxi, autorickshaw, bus or truck.

However, no person shall be granted a learner's licence to drive a medium or heavy goods vehicle or passenger vehicle unless he has held a driving licence valid for a light motor vehicle (LMV) for at least one year.

A learner's licence is essential for obtaining a driving licence.

Procedure

Approach your local zonal office of the Licensing Authority with the following:

  • Application in Form Nos. 1,2 & 3 (and 1A for application by applicants of age 40 years or above for private vehicle driving licences and for all applicants of commercial vehicle driving licences.)

Concerned Authority and Time

  1. Inspector, MV Section, SP Office, Port Blair from 8.45 am to 12.00 noon.
  2. Inspector, MV Section, SP Office, Car Nicobar from 8.45 am to 12.00 noon.

Necessary documents/papers

The documents required along with the learner application form are as follows :

  1. Residence proof ? attested copy of any of the following:
    • Ration Card
    • Electricity/ Tel.Bill/ House Tax receipts
    • Life Insurance Policy
    • Passport
    • Voter Identity Card
    • Pay slip issued by any office of Central/ State Govt. or local body
    • The consent from parents in blood relation can be treated as residence proof, if parents enclose their residence proof.
    • Other authentic proof acceptable by M.L.O.
  2. Age Proof - attested copies of any of the following :
    • School certificate
    • Passport
    • Birth Certificate
    • Certificate from Central/ State Govt. or a local body
    • Identity card/ voter list
    • PAN of Income Tax card
    • Other authentic proof acceptable by M.L.O.
  3. Form No.2 : Application for learner's licence with passport sized photograph.
  4. Form No.1 A : Medical certificate ? It is required in case of commercial licences or in case the applicant's age is above 40 years for private non-commercial vehicles. The certificate must have a passport sized photograph.
  5. Form No.3 : Learner's licence form with photographs.
  6. Form No.1: Self declaration of medical fitness.

P.S. - Remember to bring the originals of the documents whose attested copies are enclosed.

Eligibility-Permanent Licence

  • You should have a valid learner's licence.
  • You should apply after 30 days and within 180 days from the date of issuance of learner's licence.
  • You should be conversant about the vehicle systems, driving, traffic rules & regulations.

Necessary Documents

  • Your valid original learner's licence.
  • Application in Form No.4.
  • Rs.50/ as test fee.
  • Proof of age and residence (as attested photocopy as well).
  • One recent passport sized photograph.
  • Form No.5 in case of commercial licence.
  • The vehicles for which category you are applying the licence.
  • Your original license in case of endorsements of categories.

Remember to bring your original documents along with the above.

Procedure

Contact Office of SP(D) Andaman, SP(D)Nicobar and all the offices of Sub Divisional Police Officers in A&N Islands on every Saturday from 0830hrs for all categories of vehicles. After scrutiny of your documents, you will be put through the driving test. For the driving test, you have to bring your vehicle with you. You will be tested for your driving skills, familiarisation with the vehicle, traffic rules & regulations. You can be asked about the vehicle system and safety.

Requirement of medical certificate

A medical certificate is not required if you are below forty years of age and applying for a learner's licence or a driving licence to drive a non-transport (private) vehicle. But if you have attained the age of forty years or want to be the driver of a commercial or transport vehicle, a medical certificate in Form 1A is mandatory.

Fee

  • Rs 30 for each category - Learner Licence.
  • Rs. 75, as Composite Licence Fee (CLF) for a single category of vehicles.
  • An additional Rs. 40 for each additional category of vehicles.
