Explain the circumstances under which a civil servant can be dismissed from service without holding a regular inquiry against him.

Dismissal without holding inquiry is illegal and arbitary and against the principles of natural justice and hence under no circumstances the civil servant cannot be removed from service at the most he can be suspended pending inquiry.

WHEN RETAINING OF A CIVIL SERVANT IS NOT IN THE PUBLIC INTEREST AND HE IS INVOLVE IN SERIOUS MISCONDUCT WHICH WARRANT IMMEDIATE ACTION HIS SERVICES CAN BE TERMINATED EVEN WITHOUT HOLDING ANY ENQUIRY UNDER SPECIAL CIRCUMSTANCES BY REASONED AND SPEAKING ORDER MENTIONING THE REASONS FROM EVADING THE NORMAL PROCEDURE.
