    Service Law on pay, promotion, conduct rule, disciplinary proceddings, administrative tribunals and related matters. Civil law on matters related to land tenure, land revenue and assessment, land acquiaition etc.

Under this circumstances whether it can be treated vacated according to the SC judgement dated 28.03.1018 as its more than 6 months old ?
