If bank recovery personel abusing me on call inspite of payment being done. I ve made the payment only five days late as mentioned in the settlemnet letter, at that time executive of the bank says its ok we give customer at least 15 days more than what is mentioned in the letter. after 2 months i got a call from the bank again they are asking for settlement as the earlier one goes nul and void . Again he needs money . and also by sying this he abused me and harrasing me on phone what should do in this case.... when I call the anti extortion helpline numbers they say you go to the bank and settle yourself . what is this i am upset that nobody is helping me out what for this anti extortion cell is all about. anwer this query please

approach the court by way of a private complaint under sec.200 cr.p.c.

Regarding the harassment over phone you can surely initiate criminal proceedings against the perpetrators.
Regarding the other aspect of settlement , let me tell you that once you fail to pay the amount within the stipulated time that particular agreement of settlement has no force and from the legal standpoint you have gone to the previous stage of settlement and hence you have to settle for again on any condition as both of you feel convenient.

Keep all details of phone call viz numbers, time and date of call and always ask the identity of the person speaking to you then you can go and file a police complaint and/or private complain u/s 200. You can even approach the consumer forum and claim compensation for mental torture and harrasment
