A notary is a licensed professional whose job that includes administering oaths, taking affidavits, declarations and authenticating the signatures on important documents. A notary is not authorized to counsel clients or to represent their interests in legal matters.

Notary is enrolled advocate under the Advocates Act who can practice in all courts in India, hence he/she can practice even if he/she is holding licence of Notary.
Check any district court of your area and see number of Notaries who are even practicing as advocates, are even members of local bar association as well state bar council.
