refund of enhancement paid to huda

Dear Experts
I want to know about refund policy of huda in matter of enhancement cost paid by allottee to huda.
If anyone transfer/sell their huda plot and after some time huda issue refund on that enhancement
who is eligible to get refund amount present alllotte or previous allotte who paid that amount.

Is there any specific reason for not asking HUDA about refund. If asked, what is their reply?
