The old lanlord may mention that the property has been let out on rent to you . The new lord must prove his locus as the new Landlord befire you pay the rent to him on a due receipt showing your tenant /landlord relationship.

2. I am not sure how a tenant has to pay out for money on the new landlord acqires the title of the authority.

Under what authority, rule or regulation is he asking this money.
There seems to be no provision for such an outlandish demand,
Pl consult your local advocate.

Depends upon the terms of the existing formal agreement till expiry. Otherwise, conditions of new landlord will prevail

New landlord can not demand extra money till your present agreement is in force.

still your rent agreement in force mean he can not claim any money from you.

The opinion of expert Mr. Rajendra K Goyal suits the most, I go with him.
