Unequal water distribution

We live on the 3rd floor of a of a 3 storey building. We get water through overhead tank, once the water is supplied the entire water due to gravity goes to ground floor and we are hardly receiving 300ltrs of water for 2 days. The pipe that supplies water from the overhead tank is of the same width across all 4 floor. Is there any law for equal distribution of water across all floors?

There are following four basic methods of distribution of water to a multistoried building (Tall buildings). Direct supply system from mains – public or private. Gravity distribution system. Pressurized distribution system (Hydro-pneumatic pumping system).
Water collected in the overhead storage tank at atmospheric pressure is distributed to building outlets by a set of pipes located generally on the terrace. The water is distributed using gravity flow in a down feed system to various fixtures.
The simple construction basically entails a tank, inlet and outlet piping, a float switch, and a pump. When the water level in the tank drops below a certain level, the float switch engages the pump, refilling the tank.
Water supply systems are networks whose edges and nodes are pressure pipes and either pipe junctions, water sources or end-users, respectively. Their function is to provide end-users with potable water with a sufficient pressure level. A WSS can be decomposed into hierarchically arranged tiers.
High-rise buildings have more complex water distribution systems compared to single/double storey households.
