Unregistered flat transfer deed pending with sub-registrar

Deed of confirmation along with conveyance deed lodged with sub-registrar for registration in May 1995 is showing pending. Secondly the consideration amount is not paid by purchaser hence the physical possession is not given by the seller, under this circumstances, can seller withdraw the documents filed for registration.

Were the parties sleeping for 23 years and one fine morning awoke to find the incomplete transaction with regard to the property.
The conveyance deed of the property, where the amount of consideration not paid to the seller, the physical possession of the property not handed over , the stamp duty paid or not is not mentioned, so the transfer of property is not complete and can be withdrawn by the seller on the terms and conditions as mentioned in the sale agreement.

What is mentioned in the sale deed regarding payment of consideration (sale price)?
Is the seller paid or unpaid?
Unpaid seller has lien only, he cannot revoke or cancel the sale deed.
What is the need for consent deed?
Why possession is not delivered?
These questions raise doubt over the issue.
