Does "in camera proceedings" mean recording of proceedings or just the privacy of proceedings?

Sir, "In camera" is a Latin phrase. It has nothing to do with photography. It means "In Private" (in a room (camera) outside of the sight and hearing of other parties not a part of the proceeding.
This phrase is often used to mean a meeting between the judge and attorneys in chambers (another meaning of "camera"), and not in public in the courtroom. Often, when a record is needed, a court reporter takes down the conversation, but bystanders and spectators cannot hear what is said, so people can speak in confidentce and privacy.

In camera proceedings are mostly used for rape cases.
In rape cases evidence of victim girl/woman is recorded in presence of only judge, Public Prosecutor, Defense Advocate & Accused.
The reason for the in camera proceedings is to protect the privacy of the victim.
The evidence of in camera proceedings can not be disclosed without the permission of the judge
