Hello,

The section you are talking about is 46(4) of the CrPC? 

Section 46(4) of the CrPC talks about "how an arrest is made"
According to this section, the police officer has the authority to actually touch the body of the person who is to be arrested unless they submit voluntarily to get arrested. 

No women shall be arrested without a female police officer. Also, no women shall be arrested after sunset and before sunrise, except in certain cases.
