About rti

Is RTI is petition or application?........ And another doubt is That .... If A asked some information and conveyed his problem to a public authority under RTI and after 20 days he filed a petition in the court regarding same matter which is asked in the RTI. Can his petition stands in court? Or Is Court allows his petition while taking into consideration as RTI is just a application not a complaint letter.
