About the interim stay vacated and to stay of operation

Dear Experts,

           A civil court grants exparte ad-interim injunction in a permanant injunction suit.Defendant/Respondant files W.S and counter in that injunction I.A and after enquiry the court vacates the ad-interim injunction,To go to higher court for that vacation of stay is errorous and it will affect the plaintiff what are the procedures to followed and in which order and rule the application to be filed in the ordered court to stay the order of operation until we prefer an appeal.

Normally Courts do not grant  permanent  injunction.  Otherwise, the suit filed will be infractuous and will have no arguments or result.
