Adhoc employment regularisation.

SIr,

I am working in a Autonomous body under Governemnt of India. I have been employed in 1993 through daily wages and in 2000  i was given adhoc and since then i have been working on adhoc, during course of my employment i had also appeared for an exam which i dually cleared in 2003 , and was also in merit list , and few of my colleaguese were also given permanent appointment , but since 2003 no new appointment has been made, and suddenly few months ago the adminsrtation has called for new appointments and it is a open employment process where we are suppose to compete with other candidates sponsered by employment exchange and no relaxtion has been given to us as per our experience, we have exceeded the age limit already and the contention of the management is our entry was back door entry  hence we will have to participate in the normal employment process.

In between we had also filed a case and in that class 4 employees have been given permanent employment , and we were given ad-hoc and whereas even there entry was also back door entry , so why two set of rules for two humans?

Do i have a chance of getting permanent employment based on the above facts , if i go to CATS, please advice.
