Agreement cum power of attorney does not confer ownership title better get executed sale deed from builder for perfect and legal ownership.

The presumption is that you are the owner of the land and given it for development.  Contact a local advocate, let him study the agreement and POA clauses and he may study other legal requirements for getting a good title to you.

Whether you have given the land for development / reconstruction to the builder ?

PoA do not confer title of the flat(s) stated to have been occupied.

Incomplete facts can not lead to form an opinion and oblige.
