Altering ground water tank of housing society

Hello all,

Our society is located in Mumbai, has two wings A and B, 5 storey's each. Wing A has two 1BHK and two 2BHK per floor and Wing B has three 2BHK per floor. The builder has provide two ground tanks for each wing (One big tank separated by a partition) the Tank is about 7 feet in height.

Wing A had water shortage issues and Wing B had not much water issues. Earlier, the wing A members wanted  a hole drilled in the partition of the tank so that they are compensated with some water from the our side of the partition, morally, wing B members accepted and drilled one hole mid-way on the partition wall.

Now, Wing A members want to remove the entire partition between the two tanks and they are creating a lot of ruckus and unnecessarily creating fights and allegations against wing B members

What i would want to know is whether it is legal and permissive by BMC or the Housing society laws to allow creating such a hole or removing the partition of the water tank. The society is 7 years old now.

Well, if the water problem is causing rift among the society members, then the society needs to call the meeting of the committee members and decide the action plan for resolving the water problem. they need to appoint the engineer, who is approved by the BMC and who shall inspect the tank and give its report whether the removal of the partition will affect the tank or not.

Secondly, if any of the member of the society is causing nuisance or troubling the other members of the society then, the society needs to dealt with that member by sending legal notice, which shall act as a warning signal.
