Annual leave policy

I had 35 days annual leave balance as on March 2020 and my company said you cannot carry forward more than 6 leaves so you need to apply for 29 days leave. They never paid that leave but asked us to take when companies open after lockdown. We never got a chance to go back to office and we were working from home. Now I am asking them to give me those leaves or pay me but they are saying you can carry forward. Can someone through a light on this
As per the leave policy it says " Annual leave can be accrued to a maximum of 45 days at any given time. Only upto 6 days per year can be carried forward for accrual ".

IF it is mentioned in Co. Policy for Annual Leave, THEN employee is bound by it.

Employees will be provided with 1.25 Vacation Leaves every month (15 days of annual leave per calendar year). Any unused vacation leaves will carry over to the next calendar year up to a maximum of 45 days. Once it reaches this number, there will be no further accrual of leaves
