aretrospective or poropective effect in legislation

I want to understand whether law/amendment itself decide retrospective or prospective effect in it’s structure or otherwise?
Eg. After 2004 amendment in TP Regarding women’s right over HUF property
Also recent amendment in RAPE sections in IPC , pls share any judgement which clarify the above effect.
my query is that how to decide certain provisions in act/amendment is having retrospective or prospective effect is it depending upon case to case? if act is silent how to determine the effects?

In general every statute is prospective unless it is expressed in the statute that it has retrospective operation.

Negotiable Instrument (Amendment) Act, 2018.
The Amendment incorporates Section 143A in 
retrospective or prospective plz
