Avoiding paying guest accomodations in apartments

I reside in an apartment wherein a few of the flats have been let out  by the owners to tenants to run paying guest accomodation. Is there any provision in the law to stop the tenants from running paying guest accomodations ? 

In case of a default in payment of maintenance dues by the flat owners, is there a provision in law to cut off the power to the defaulters flat [although the tenant pays the monthly dues to the electrcity dept] ? We are unable to cut the water connection since it is shared across flats. What else can be done to bring the defaults to line ?.

Look at the bye-laws for the answer. If there is none, you cannot severe the electricty connection. You can redress only through a court of law.
