If someone managed to open a bank account in my name fraudulently and I caught and closed it before any financial damage was incurred, can I still take action against them?

You certainly can take criminal action against the person opening the account in your name and also against the bank for not verifying the credentials of the person. You can also initiate action against the bank under Consmer Protection Act for deficiency of service.
