Does Banking Services such as giving loans to the public etc; falls within the meaning of Public Utility Services under the Legal Services Authorities Act, so as to adjudicate bad loans by the Lok Adalat?

if state govt. notify that bank servises are come under the purview of;Public Utility Services under the Legal Services Authorities Act, then the court constituted under LSA act has jurisdiction to decide the matter.
