Being harrased for breaking marriege

my borther got engaged with a girl whose father is in a powerful position.they planned for a big party for this occasion.During the party and after that when my bro started talking to girl we bwcame aware of their abusive nature. girl was not happy with the relation and when my brother told her to tell this to her father she said you tell him.initially we ignored this as her childishness. but soon things became sour and  we called off. marriege date was never fixed.for 4-5 months there was no talk between us. suddenly her father calls us and asks for all the clothes, ring and cash given as shagun. we agreed. then he says he will collect all party expenses from us and sent a list of expenses(all inflated).he sent letters to many offices like SP(my place) SP(his place)brother'office etc. that angagement broke for demand of dowery.now he is threatening us that he will file fir and get us all arrested using his power and position. there was no money exchachanged and we are even ready to share the expenses.but he is not ready to come in person and sign the agreement paper.we are simple people.plz counsel what should be done in this.what is the most he can do,so that we can proceed accordingly

He con't file 498A since there is no marriage has been solemnized. Please state all of these point to the police with good faith and register a FIR against them.

Despite the fact that you called off the marriage, but the same was done on the girl's request and you never asked the girl's father to spend so much on the engagement ceremony, then it was his decision to spend.  Moreover, no money was exchanged between you and their family, then he can also make a frivolous compliant which will later be dismissed  for want of evidences.

Suggestion is just engage is counsel, if other party does anything against you.
