Birth certificate correction in madurai tamil nadu

I am native of Tamil Nadu but resides in Andhra Pradesh . I was borned on the year 1995 in Thirumangalam , Madurai (dist ),Tamil nadu . I got my birth certificate from Thirumangalam muncipality of Madurai district on the year 2006 . In which recently we find two kinds of mistakes the first one was my father name was written as RAMER instead of RAMU and the second mistake was there were no surnames to all the names . We approach the Thirumangalam muncipality but they said that they can't add surnames and do correction and they sent us to MAdurai gazzete office .There they asked for address proof in tamil nadu but we have Adhar card and Ration card from Andhra Pradesh which they were not accepted .I had CASTE certificate from Tamil Nadu .My question is 1 ) Now, will i get my Birth Certificate from Tami Nadu? 2) Will i get my birth certificate with the proof of caste certificate ? 3) Is there any other legal way to get my birth certificate ?

1. Birth Certificate is issued by only the local authority where you born.

2. you have to file one declaratory suit at nearest court (place where you born). And by producing relevant document which are in the name of 'RAMU ' and 'surname' you get the Hon'ble Order and by producing this to the local authority (where you born) 

3. contact any youngster lawyer at your birth place:-).
