Blood relation

Re :  Blood Relation transfer of agricultural land in Haryana

Our details:

Owner of the property - Mr. A ( My grandmother's cousin brother) ( dadi ma ke chacha ka ladka)

Mr. A died and the property got transfered to his wife and son.

PoA holder of the current owners (both wife and son) - My father.

Q1) Can my father (PoA holder) gift this property to me on behalf of the current owners?

Q2) The relation between me and Mr.A 's son is a blood relation or not?

Q3) What is the amount of stamp duty and government fees we need to pay in the following situation:

      Situation 1: The property can be gifted and this blood relation is acceptable.

      Situation 2: The property cannot be gifted and needs to be transferred and registered.
