Builder says plot registry possible but mutation not

Hi ,

 My Builder and property Owner says registry  for this  plot is possible but mutation (दाखिल खारिज ) , plot is in Greater noida - 

 Reason given by them  they purchased from the first owner as a plot  i.e a agricultural land now we are selling it again as a plot, 

 Now plot to plot selling registry is possible not mutation .

 I cant understand and confuse wheather to purchase it or not .
