Building toilet by society members

Society members wants to build toilet at building terrace when building is already illegal and has 2 floor permission n bilder raised till 4th floor n now on top of that society members are planning to make toilet at terrace is this something allowed or permissible.

Any structure built violating the approved plan is illegal and likely to be demolished by authorities concerned.
