Judgment of Supreme Cout is binding on all courts and tribunals etc, but what is binding is the ratio decdendi or the principle of Law formulated by the Judge, known as precedent. Interlocutory order on the other hand is the order during the course of the proceedings of the court,such as bail, injunction etc; pending final judgment, and such order does not conclusively decide the rights of the parties.
