Buying property from nri on poa

I am looking to buy a property from a NRI couple. The first name is of wife and second name is of husband. This is a Flat in Pune. Husband is saying that he can travel but his wife cannot and thus is saying that we register the sale deed on a power of attorney

Seller is located in Australi

I need to know the following 

1. What is the process to get property registration done on Power of Attorney (Husband will visit but not wife) 

2. What formalities seller needs to do and what I need to do in Pune

3. If we register the sale deed with power of attorney and if in a year wife also visit india, is there any document we can do to safeguard more that she had the willingness to sell

4. What could be approx legal chages and govt fees (apart from stamp duty/registration) for such work by lawyer

Dear querist,

You have to get title and search report. You can register the flat on the basis of power of attorney of wife to husband. Stamp duty and registration will be approx 6% of property value or govt. value whichever is more.
