Can a fir be altered to add some more provisions

i want to know wheter an FIR can be altered and some more provisions of law can be added in the same FIR

1. Additional charges under IPC or any other Law, can be added in the FIR, BUT before filing Charge-Sheet in Court.

2. After filing Charge-Sheet, addtional charges can be added u/s 319 of the Cr.P.C., AFTER due permission of the Court.
