Can a govt employee join other govt dept as fresh candidate

Respected Sir,

I am currently working in Ministry of Defence on Civilian Gr A post through UPSC Engg Services. My offer letter says one month notice period by either side for the resignation. I appplied for technical Resignation through proper channel on 3 April 2012. but even After one month expiery the resignation is not accpeted & is in Process. Also my department is not giving me any interim resignation to other department so I have given further extension of 1 month for reliver up to 3 June 2012.

Also the next selection ( UPSC Engg Services Gr A post) where I am going to join is not allowing extension more than 1 month, so Can I join the next department as a Fresh Candidate without proper reliever document, as I dont want any previous service benefits.

Kindly suggest me a way out, as I am in lot of trobule.

Dear Sagar,

I am also almost in the same situation. I am working in Ministry of MSME and has been selected in PSU Bank where i applied directly as i am still during probation period of 2 years and during probation application for outside employment cannt be forwarded as per HR Manual. Now after document verification, mediacl reference check, police verification, bank isnt issuing me appointment letter and insisting on NOC. I clearly informed it that i can submit only proper Relieving Letter but not NOC as the same is issued to only those candidates who apply through proper channel and also it issued either at the time of application or interview; in no case it is issued after the offer is given to its employees by some other organisation.

Also Bank isnt replying in Black & White regarding the holding of my Appointment letter although by telephonically they told me that the chances for appointment letter is very low as submission of NOC is must. I am ready to forego the benefits of my previous employment but still they arent getting ready and insisting on NOC. I am ready to provide Relieving Letter but NOC cannt be issued at any cost.

Mr Pradeep Sachar,

Who told you that application for outside employment cannot be forwarded during probation in Govt of Inida, Which HR Manual is applicable in Central Ministries. Please elaborate. Please if you are employee of central Ministry the kindly send me copy of said ruling of DOPT which forbids such applicatin during probation, so that I get enlightened.
