All that is mentioned in the lease deed. Yes it can be transferred. First you need to convert the property into freehold and then you may transfer. Or else you may pay the unearned increase to the DDA( if in Delhi)/ or the relavant authority and then the property may be transferred.

I am fully convinced from the view of Learned Advocate Mr. Rit Arora. In my opinion Frehold Deed is not necessary However Permission from the concerned department for same, Mortgage etc is necessary.
