Can a lease hold property transferable

If some body wins any Flat in lottery and after that he wants to sell is this allowed? If a land is lease hold land then the flats so constructed are also lease hold,these kind of property can have mutation and name transfer ?

All that is mentioned in the lease deed. Yes it can be transferred. First you need to convert the property into freehold and then you may transfer. Or else you may pay the unearned increase to the DDA( if in Delhi)/ or the relavant authority and then the property may be transferred.

I am fully convinced from the view of Learned Advocate Mr. Rit Arora. In my opinion Frehold Deed is not necessary However Permission from the concerned department for same, Mortgage etc is necessary.
