When a person has so many issues and initiates so many threads then it is always advisable that one should retain a very able counsel and discuss in advance.

There are local rules, laws and a counsel that is seasoned and well versed  can advise  and prepare better.

You can approach senior officials, Human Rights commission, Courts of law.

Please discuss the real problem. No use of putting an academic type of query.
