dear friends,
can a HOD passed order for dismissal of an employee who case for divorce is already running in family court. the HOD has initiated the disciplinary proceeding making non-maintainance of wife as a imputation. the HOD is also biased with the employee for reasons best known to him.

Does service rules provide for action on such ground? if no, action of authority is illegal.
