Can Husband open bank locker of wife using RTI?

CIC refused attempt by husband to get hold of information about his wife’s locker. Earlier the Public Information Officer (PIO) and First Appellate Authority (FAA) has denied the information citing section 8(1)(d), (e) and (j) of the RTI Act, as he is the third party.

there are certain options to operate bank account or lockers as either or serviar and son ,if parties has given these options, they can operate accordingly,no rti can compel to operate the locker 0f individual to other party.
